Royal College of Dental Surgeons of Ontario (RCDSO)

The RCDSO regulates Ontario dentists. Dental complaints differ from most health complaints in one respect: a large share involve billing and treatment necessity rather than clinical harm, and the college does review fee and billing conduct. It still cannot order a refund — that is a civil claim, often in Small Claims Court.

What it does

  • Licenses dentists and maintains a public register
  • Investigates conduct, competence and billing concerns
  • Refers matters to its Discipline Committee
  • Sets standards for sedation, infection control and recordkeeping

Matters it hears

  • Treatment standard and outcome concerns
  • Unnecessary treatment allegations
  • Billing and fee disputes
  • Informed consent and treatment-plan disclosure
  • Sedation and infection control breaches

Appeals & review

Appeals generally go to Health Professions Appeal and Review Board (HPARB).

HPARB reviews complaint dispositions. Refunds and damages require a civil claim — Small Claims Court is often proportionate for dental fees.

Appeal and review deadlines are short and strictly applied. Treat the decision date as the start of a clock.

Frequently Asked Questions

Can the RCDSO make my dentist refund me?
No. It can review billing conduct but cannot order a refund. For money back, a Small Claims Court claim is usually the proportionate route.
I was billed for work I didn't agree to.
Request an itemised account and your treatment records, then complain in writing. Unnecessary-treatment and consent concerns are within the college's remit.
