Financial Services Regulatory Authority of Ontario (FSRA)

FSRA regulates Ontario's insurance sector, mortgage brokerages, credit unions, pension plans and auto-insurance health service providers. If an insurer or agent treated you unfairly, FSRA oversees market conduct — but individual accident benefits disputes go to the Licence Appeal Tribunal, and coverage disputes are resolved by the insurer's process, the ombudservice, or a court.

What it does

  • Licenses and supervises insurers, agents and adjusters
  • Regulates mortgage brokerages and administrators
  • Oversees credit unions and pension plans
  • Sets auto insurance rate and conduct rules

Matters it hears

  • Unfair or deceptive acts by insurers or agents
  • Mortgage brokerage conduct and licensing
  • Pension plan administration and wind-ups
  • Health service provider licensing in auto insurance

Appeals & review

Appeals generally go to Licence Appeal Tribunal (LAT).

Licensing and administrative decisions may be appealed to the Financial Services Tribunal or the LAT depending on the sector.

Appeal and review deadlines are short and strictly applied. Treat the decision date as the start of a clock.

Frequently Asked Questions

My insurer denied a claim — is FSRA the route?
FSRA oversees market conduct, not individual coverage decisions. Use the insurer's complaint process, then the applicable ombudservice, or a court. Accident benefits disputes go to the LAT.
Does FSRA regulate banks?
No. Banks are federally regulated by OSFI with consumer conduct overseen by the FCAC. FSRA covers provincially regulated insurers, credit unions, mortgage brokers and pensions.
How do I check a mortgage broker's licence?
FSRA maintains a public registry of licensed brokerages and agents. Verify before signing anything.
