Independent Electricity System Operator (IESO)

The IESO operates Ontario's electricity system and wholesale market, and administers conservation and generation procurement programmes. Its legal relevance is commercial rather than consumer: market participants and generators deal with market rules, connection and procurement contracts, and a defined market dispute resolution process. Retail billing complaints go to the Ontario Energy Board instead.

What it does

  • Operates the electricity system and wholesale market
  • Administers market rules and participant authorisation
  • Runs generation and capacity procurement processes
  • Administers market dispute resolution

Matters it hears

  • Market rule compliance and participant disputes
  • Procurement and contract disputes with generators
  • Connection and capacity allocation issues
  • Settlement and metering disagreements

Appeals & review

Market disputes follow the IESO's own dispute resolution process, with recourse to the Ontario Energy Board or arbitration depending on the matter. Consumer billing complaints go to the OEB.

Appeal and review deadlines are short and strictly applied. Treat the decision date as the start of a clock.

Frequently Asked Questions

My hydro bill is wrong — is this the right place?
No. Retail billing and service complaints go to your utility and then the Ontario Energy Board. The IESO operates the wholesale system and market.
We have a procurement contract dispute.
IESO contracts contain their own dispute resolution provisions, frequently including arbitration. Start with the contract's mechanism.
